No, I believe it was coincedience. Cause the models play very simialarly in both games but each game has different mechanics. And that’s how it just ended up.
No, they could’ve made the Skull Cannon S8 AP3 ordnance (and thus make it a battlecannon equivalent) or S10 AP1 easily. Instead they just made it anti-infantry to help w assault. It’s somewhat useful, but a more reliable anti-tank option would’ve been more needed (especially for Khorne).
And the burning chariot simply seems lackluster to me in Fantasy (way too random, like the whole Tzeentch lore), while in 40k everyone will want to fill any unused heavy slots with it.
